Personnel Outsourcing Services PDF Print E-mail

Thousands of personnel outsourcing companies have spread and operated in Indonesia, either they have legal licenses or only become “INVISIBLE” outsourcing companies WITHOUT legal licenses. In addition, thousands of personnel outsourcing companies relying on the legal licenses but do not have competency and professionalism accredited by national and international certification. Most of these companies only focus on the process of providing and hiring the workers by antiquated method, without applying a cycle process of administrative and operational functions on human resource management appropriately and professionally. We do really understand that the outsourcing companies applying such traditional process have made the companies using outsourcing services possess consideration that only relied on the bargaining process on the amount of Management Fee or Agency Fee, even though the implementation “Break the law of manpower” through its “internal negotiation” or “opened or closed tender and bid.” No doubt, half of the companies using outsourcing services relying on this process ONLY receive financial profit as the difference of Management Fee or Agency Fee offered and agreed. No doubt, by benefiting ONLY financial profit from this remainder has rising disappointment, frustration, apathetic, and problems on law of manpower after using services of personnel outsourcing as the substantial objectives of the worker outsourcing implementation effectively cannot be obtained at all. The efficiency standard of an outsourcing activity is not only relied on depreciated-cost to get financial profit, but must be considered the delivery of highly quality, productivity, and excellent service level that have been generated by the outsourcing company to attain organization goals effectively, efficiently, and responsively. Otherwise, the process of human resource management will be assessed as a Cost Center that may not give any values to the organization for long-term. It has been a collective approval among practitioners and experts of Human Resource that the main key to improve organization’s performance is by ensuring that activities of Human Resource have to support the organization focusing on Productivity, Service, and Quality (Robert L. Mathis & John H. Jackson, Human Resource Management, Thomson Learning Asia, USA, 2000).
