Human Resource Development has many dimensions and interconnection. This interconnection is not only with manpower's interest before, along, and after the working period but also the interconnection with the interest of the businessmen, Government, and society. Therefore, the thoroughly and comprehensively management is required, such as developing the human resource, improving the productivity and the competition of Indonesian manpower, enlarging the job vacancies, delivering the manpower placement, and building the industrial relationship. In line with the aim and the implementation of dimensional interconnections above, Human Resources Consulting and Outsourcing companies are required to provide significant roles in order to give job vacancies according to the potential, competency, professionalism, and other requirements what the applicants have before placement. However, human resource problem is not only about providing and allocating manpower, as the more critical problem is actually how to assess manpower as a Human Capital, which is a valued asset and investment of a company organization in macro, which directly or indirectly impacts productivity, efficiency, and continuity of the company organization for today and future.
